Paver projects on Miami-Dade home lots now need county review

Miami Paver Co. is a guide run by Terragroupe, LLC. We do not install anything and we are not booking jobs yet.

Pavers on a single-family or duplex lot in Miami-Dade have needed county review since March 31, 2025 1. Your city may run its own review, so check which office covers your lot. Run the Paver Plan Check to see which rules your city adds.

What this site gives you now

This guide cuts the guesswork and the paperwork. You can learn the permit path and the paver system before you spend anything.

  • A way to size up your site
Take photos of your site and note your address and what is there now. They help you see what the project involves and which paver system fits.
  • A permit path to follow
The Paver Plan Check lists the rules we could confirm for your city and the offices to call. Each rule names the page we read and shows its date.
  • A written scope and price to ask for
Ask any installer for a scope that lists base depth, compaction, edge restraint, drainage, paver, joint sand and sealing, with the price. Nothing should start until you say yes.
  • The right paver for the job
Concrete pavers, travertine or a permeable system. The guides help you match the choice to how you use the space and to what your city allows.
  • A photo habit
Take photos of the base, the laying and the finish, so you can see the work you paid for.
  • What to ask for in writing
Ask any installer to put the workmanship term in your written scope. We will publish an installer's term on this site if one signs.

This site is free to read. It sells no work and takes no payment. If the rules make pavers not worth the paperwork on your lot, the Plan Check and the guides will show it. Any work is agreed in writing between you and the installer who does it.

What county review means for your lot

Miami-Dade adopted its impervious surface rule on September 4, 2024 1. Since March 31, 2025, installing, replacing or expanding pavers on a single-family or duplex lot has needed county review 1.

The county treats pavers as hard surface. A paver counts as pervious only if the maker certifies it and your soil, slope and water table pass the county's tests. The tests are in permeable pavers and Miami-Dade rules.

One listed way to meet the county's storm standard is to keep part of your lot pervious. On a lot of 5,500 sq ft or less, that share is 20% 1. On a larger lot, it is 25% 1.

A city can run its own review, but only if the county finds its rules at least as strict 1. If you live in the City of Miami or another city, ask the city and the county which office reviews your lot. Ask before you pick a pattern or a quote.

Check the permit path before you pick a pattern

As of October 18, 2026

Pavers do not follow one rule across Miami-Dade. The county sets rules for unincorporated areas, and each city sets its own.

In unincorporated Miami-Dade, the county lists open patios, walkways and pavers as exempt from a building permit while all exempt work in any 12 months stays at or under $5,000 2. That is a building permit exemption only. Zoning, public works and drainage approvals can still apply, and so can the county review above.

Driveways are a different case. County Public Works asks for a recorded construction covenant on driveways other than asphalt or plain concrete, and it names brick pavers as an example 3.

If your home is inside a city, call that city's building department first. Its rules can differ from the county's.

How this is different

You have other options. You can hire a landscaper, follow a paver supplier's referral, choose plain concrete or asphalt, answer a lead site that shares your number with several companies, or lay a small patio yourself. Here is what this guide offers instead.

  • The permit path comes before the price.
  • Every rule shows its source and the date of that source, so you can check it.
  • Price ranges are labeled national. We have no Miami quotes yet, and we say so.
  • One request goes to one local installer once a partner signs. We do not sell your number to several companies.
  • A scope checklist: the base, the edge restraint, the drainage, the joint sand and the sealing choice are the lines to ask any installer to write down.

Questions people ask

Do I need a permit for pavers in Miami-Dade?

As of October 18, 2026

It depends on where you live and what you build. On a single-family or duplex lot, new, replaced or expanded pavers need county review 1. In unincorporated areas, the county also lists open patios, walkways and pavers as exempt from a building permit up to a cap of $5,000 in any 12 months 2. That exemption covers the building permit only. Zoning, public works, drainage and city rules can still apply. Read the paver permit path guide.

How much do pavers cost?

National price guides list concrete paver driveways at 10-25 USD per sq ft (national)4 and paver patios at 8-25 USD per sq ft installed (national)5. These are national numbers, not Miami quotes. Read the cost guide for the full ranges.

To see a range for your own area, project and paver material next to the county's impervious-surface rule, use the Paver Cost Estimator.

Do I need a licensed contractor to lay pavers?

As of October 18, 2026

Under section 489.117 of the Florida Statutes, there is no state license category for driveway or paver installation6. That is research, not legal advice. Your city or county can still ask for permits, and structural work may be treated differently. Ask the building department before you hire.

Does Miami-Dade limit how much of my lot I can pave?

The county now reviews it. Its adopted rule counts pavers as hard surface unless they pass its tests 1. One listed way to meet its storm standard is to keep part of the lot pervious. That is 20% on a lot of 5,500 sq ft or less 1. It is 25% on a larger lot 1. Ask the county how this applies to your lot, and read permeable pavers and Miami-Dade rules.

Does county review apply if I live in a city?

It can. The rule covers cities and unincorporated areas 1. A city may run its own review only if the County Director finds its rules at least as strict 1. We have not found which cities hold that approval. Ask your city and the county which office reviews your lot.
